    Ambassador Brownfield and the Governor of Cauca, Guillermo Alberto Gonzalez tour the Rio Negro Water Treatment Facility with Director, Rubiela Masauel. This facility, which benefits 1224 IDPs in Cauca, was built by the community and funded by the U.S. government through USAID.
